San Francisco Cannabis License Compliance Checklist 2026

California and San Francisco maintain separate records for a cannabis business. DCC manages the state license renewal. San Francisco separately administers business registration and location-specific zoning, building, health, and other city requirements.

This checklist keeps those records visible without treating every city process as part of the DCC renewal.

State renewal record

DCC opens the state renewal window 60 calendar days before the license expires. The designated responsible party should verify owners and financial interest holders, report changes with Form DCC-LIC-027, and prepare the required renewal documents.

For license types that report gross revenue at renewal, DCC requires support for the expiring 12-month period. DCC identifies cultivator license types and event organizers as exceptions to the gross-revenue-document requirement.

San Francisco business registration

The San Francisco Treasurer and Tax Collector requires persons doing business in the city to renew their registration each year. Beginning in 2026, the renewal is due on the last day of February and is included in the unified Annual Business Registration and Tax Form.

Location and premises review

San Francisco directs cannabis business applicants to work with SF Planning to finalize a location. The city states that some zones require Conditional Use Authorization and publishes specific spacing rules for storefront retail.

For an existing licensee, revisit the location guidance when a move or premises change is planned. Do not assume that an unchanged location needs a new zoning action solely because the DCC renewal window opened.

San Francisco also lists cannabis dispensing facilities with onsite consumption among projects requiring public-health plan review. That statement is activity-specific; it is not presented here as a requirement for every cannabis license type.
