Manitoba Restaurant Permit Checklist: Every Licence You Need in 2026
Operating a restaurant group in Winnipeg or rural Manitoba requires managing a mix of municipal bylaws and provincial regulations. Letting a single license lapse can trigger immediate closure, suspension of alcohol sales, or heavy regulatory fines. Use this checklist to audit your compliance records today.
1. Provincial Health & Food Safety
Your primary operational permit is issued by Manitoba Health under the Food and Food Handling Establishments Regulation.
- Food Handling Permit: Issued following an inspector review of your floor plans, menu, and equipment. Permits are tied to a specific location and owner; they are strictly non-transferable.
- Food Handler Certification: Under the Winnipeg Food Safety By-law, any food establishment with five or fewer food handlers on duty must have at least one certified food handler present. For larger shifts, at least one manager on-site must hold a Manitoba-certified credential.
2. Provincial Liquor Licensing (LGCA)
To serve beer, wine, or spirits, you must be licensed by the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA).
- General Liquor Service Licence: Designed for restaurants where minors are permitted. Applications are managed online via the myLGCA portal. Licenses require regular renewal and cannot be transferred during a business sale without a new application.
- Patio & Temporary Authorizations: Outdoor patios require explicit municipal endorsement and LGCA patio authorization linked to your master licence.
3. Municipal Permits & Fire Code
- Building Occupancy Permit: Issued by the City of Winnipeg Planning, Property and Development Department. Required to legally open your doors and must be displayed prominently on-site.
- Commercial Kitchen Fire Safety: Extinguishers and kitchen hood suppression systems must undergo certified annual inspections under the Winnipeg Fire Prevention By-law.
